Prior to working for Management Concepts, Lenz worked as a middle school and high school teacher, providing differentiated instruction in a wide variety of subject matter.
Robert Black serves as a Senior Subject Matter Expert and Instructor for Financial Management at Management Concepts. In this role, he has worked developing and delivering training to Federal employees in the areas of auditing, internal control, and appropriations law. Prior to joining Management Concepts, Robert spent more than 21 years as a Federal government auditor, including positions at GAO and the NASA Office of the Inspector General. In his free time, Robert enjoys traveling abroad and driving his ’79 Fiat Spider.
Tim Bowden specializes in creating assessment-based, data-driven solutions to create sustainable organizational performance improvement. Tim holds a BA from Rollins College and an MS in Industrial/Organizational Psychology from the University of Central Florida. In his free time, Tim enjoys coaching baseball, mountain biking, and spending quality time with his wife, 15 year old son, and 14 year old daughter.
Kriste Buchanan serves as a Senior Assessment Consultant for the People and Performance Consulting division at Management Concepts. Prior to joining Management Concepts, Michelle worked in the transportation, adult learning, financial, and energy verticals as well as numerous non-profit organizations. Phil Davidson serves as a Senior Subject Matter Expert and Instructor for Financial Management at Management Concepts. In this role, he develops and delivers training for Federal employees in the areas of accounting, appropriations law, auditing, budgeting, internal control, and ethics. Prior to joining Management Concepts, Phil served a long and distinguished career in service to his country, including four years as the Director of the Defense Finance and Accounting Service regional office in Dayton, OH. He has trained thousands of Federal employees in 40 countries across 5 continents in financial management. Phil holds master’s degrees in manpower management and national security strategy and is a Certified Defense Financial Manager. Tom Dungan III serves as CEO at Management Concepts. During Tom’s 22 year tenure, the company has successfully grown ten-fold. In addition to Management Concepts, Tom is also President of Andover Investments, LLC, a holding company for investment activity in banking and real estate activities, and sits on the board of directors for Virginia Heritage Bank and the Professional Services Council. Tom is an active member of the Young Presidents Organization (YPO) and served in various roles including Chapter Chairman. He is a Certified Public Accountant and worked previously with Arthur Andersen. Tom holds the a BBA in Accounting from the College of William and Mary.
Lowell Dye serves as a Senior Consultant for Project & Program Management at Management Concepts. In this role, he serves as a content expert and instructor. Prior to joining Management Concepts, Lowell has spent more than 30 years in project, program, and portfolio management including training, consulting, and implementation in a variety of commercial and government organizations. He is the co-editor of Project Portfolio Management: Selecting and Prioritizing Projects for Competitive Advantage and Managing Multiple Projects: Scheduling and Resource Allocation for Competitive Advantage, as well as author of several articles and a frequent speaker on project and portfolio management. Lowell holds a BS from Excelsior College and an MS in Operations Management from the University of Arkansas. He is a certified PMP and a PRINCE2 Registered Practitioner. In his free time, Lowell likes to fish, watch old movies, and is active as a human rights advocate for North Koreans and North Korean Defectors.

Debbie Eshelman serves as the Managing Director for Human Capital and Talent Management for the People and Performance Consulting division at Management Concepts. In this role, she advises senior leaders in the private sector and Federal government agencies on talent management, performance improvement, and leadership development. Prior to joining Management Concepts, Debbie was a Principal Consultant in KornFerry’s Leadership and Talent Consulting government practice. In this role she led numerous consulting projects focused in the areas of leadership and human capital management. Debbie also previously served as a director at PricewaterhouseCoopers where she led top strategic accounts for the firm. Debbie holds a BA in education from the University of Florida and an MS in human resource development from Virginia Polytechnic Institute.
Ruth Famojuro has contributed to many of the courses in the Grants curriculum including most recently, Developing and Monitoring Indirect Cost Rates Under 2 CFR 200. In this role, she is responsible for the design and implementation of change, development, and performance management. Lahaja is a Prosci™ Certified Change Management Practitioner and Leadership Coach with over 15 years of experience providing culture assessments to strengthen business performance and build organizational capability; strategy alignment; leadership program design, assessment, and facilitation; talent and comprehensive change initiatives; and succession planning. Meghan Garman serves in an Analytics and Market Research function on the Product Management Team at Management Concepts. In this role, she assists many teams across the organization in making strategic, data-driven decisions around product development, business operations, sales, and marketing strategies. Rick Hurley serves as an Instructor for Financial Management at Management Concepts. In this role, he develops and delivers different types of training for Federal employees in the areas of appropriations law, budgeting, financial management, program analysis, and cost estimating. Prior to joining Management Concepts in 1995, Rick served as a Navy pilot and Financial Manager for more than 21 years. His assignments included several Financial Management tours in the Washington, DC area including jobs in the Navy CFO office and instructing at the Defense Systems Management College at Fort Belvoir, Virginia. Ricks holds a BA from the University of North Carolina at Chapel Hill and an MBA from the University of West Florida’s College of Business. Christina Jackson is a Senior Acquisition Analyst/Subject Matter Expert for Management Concepts after serving as a Senior Acquisition Consultant with ASI Government supporting The Court Services and Offender Supervision Agency in Washington, D.C. Prior to working with ASI, Christina was a contracting officer at The Department of Veterans’ Affairs, The Department of the Interior and The Federal Trade Commission. As a Federal contracting officer, she conducted cradle to grave contracting acquiring a broad scope of goods and services, including IT, furniture, professional services and construction projects. Christina is a licensed attorney and practiced law as a civil litigator before joining the acquisition workforce. She enjoys reading, shooting sporting clays, checking items off her bucket list and spending time with her family and dogs.

Annie Levin is an expert in operations management, process engineering, and performance improvement, she has previously served as Chief Operating Officer and PMO Director at a small IT services company, and was Program Manager of the Product Lifecycle Management Center of Excellence at one of the world’s largest wineries.
Paul Lohnes serves as a Senior Consultant for Project & Program Management at Management Concepts. In this role, he serves as a subject matter expert for the creation and delivery of IT project and program management content. In addition to working with Management Concepts, Paul has been active in project management for more than 34 years, beginning soon after he left the Navy in 1981. He has developed more than 60 technical, business, and management courses and seminars and has delivered those to 10,000+ attendees in more than 100 events. He is an internationally renowned project and risk manager speaker drawing on his 30+ years of public speaking and educational experiences and skills, including holding teaching positions at both UC Berkeley in California, and the State University of New York’s Institute of Technology in Utica, Rome. Before joining Management Concepts, Steve served as Vice President & General Manager of Government Solutions at SpringCM, Inc. Prior to that, he held positions in executive management, operations, sales, and marketing roles in learning, publishing, technology, defense, and manufacturing companies focusing on accelerating business growth while rapidly expanding an organization’s ability to operate as an efficient high-performance team. Steve is a graduate of the University of Michigan, with a BS in Computer & Information Science. He received his MS in Computer Science from Johns Hopkins University.

Karen Norris is nationally recognized in the grants community as a consultant and Subject Matter Expert (SME) for kanoco consulting – a Karen Norris Company in Gaithersburg, MD. She has experience in grants for more than 20 years, previously for educational institutions in Maryland, as managing editor at a national publishing house, and currently as a consultant. Norris has served on Boards of Directors of professional associations. She presents at state and national conferences, and instructs for Management Concepts. Norris provided testimony to the Maryland General Assembly about the de minimis indirect rate, and to the U.S. Senate Subcommittee on Federal Financial Management about grants. She has served as a Federal reviewer for the U.S. Department of Education and the U.S. Department of Agriculture.
Peter Olin is an Editorial Assistant at Management Concepts, helping with a variety of tasks such as editing and production. He graduated from Penn State with a BA in Journalism and Political Science. During college, Peter was a columnist for the student newspaper, the Daily Collegian, writing about topics such as politics, music, campus culture, and mental health. Cleve Pillifant works with Federal clients to establish customized workforce development programs and provided related professional services. He Cleve was a Senior Director at PwC for 7 years and served 22 years in the Marine Corps, retiring as a Lieutenant Colonel. Cleve holds a BBA from The University of New Mexico’s Robert O. Anderson School of Management and a MS Management, Logistics Management from the Naval Postgraduate School. In his free time, Cleve enjoys being with his family that includes five grandchildren; reading, gardening, working on interesting special assignments, and not commuting every day.

Steven Simpson serves as General Counsel at Management Concepts. In his role, Steven is responsible for providing the highest quality and most relevant legal advice to ensure the company can achieve its business goals. His advice covers the range of the company’s internal and external activities, including employment matters, government and commercial contracts, corporate governance, intellectual property protection, licensing, and regulatory compliance. Steven also chairs the company’s Risk Committee. Prior to joining Management Concepts, Steven spent time at the Office of the Attorney General for the District of Columbia, United States Department of State, and International Labor Organization. Steven holds a BA in Political Science from the University of Rochester and graduated summa cum laude from the American University Washington College of Law. Chuck Williams served as the Practice Director for Acquisition & Contracting at Management Concepts. In this role, he planned and managed the acquisition and contracting products and services, which included analysis of relevant markets and their competitive landscapes. In addition, he developed new products and services, and supported the business development team. Prior to working at Management Concepts, Chuck spent a 30-year career in Air Force acquisition positions. Vi Zenone worked for the U.S. Office of Personnel Management (OPM) as the Outreach & Marketing lead for OPM’s training centers. Vi holds a BA in Biology from the University of Virginia and is a Certified Federal Contracts Manager (CFCM). In her spare time, she enjoys cooking, with an emphasis on molecular gastronomy. When not in her kitchen/lab, Vi is seeking new culinary adventures, catching up on her reading list, and unwinding with her family.
