ASMC PDI: Focused on the Future

The American Society of Military Comptrollers (ASMC) Professional Development Institute (PDI) 2022 reunited members of the defense financial management community from across the United States and Department of Defense installations around the world, with some traveling from as far away as Germany and South Korea to attend the event in Atlanta, Georgia. May 31 through June 3, 2022 marked a special occasion for PDI, as it was the first onsite national training event for ASMC members since PDI 2019. Along with the approximately 3,000 onsite attendees, a nearly equal number of participants joined the hybrid event virtually.

Now and Then

The 2022 theme, “The Edge of Innovation,” was reflected in the remarks of senior officials, who gave an overview of where DoD currently stands on pressing issues like transformation and automation. Analytics for performance evaluation and business intelligence reporting were amongst the topics that received substantial attention. DoD budget officials and service budget officers presented their respective budgets, budget issues, and plans – all to illustrate how the different budgets were in alignment with the new National Defense Strategy.

The Office of the Undersecretary of Defense Comptroller Budget Formulation Workshop presentation was at maximum capacity. Senior flag rank military and civilian personnel from each of the services provided a high-level overview of total budget spending for the current fiscal year and projected budgetary resources for FY 2023. At this time, $800 billion dollars is the projected budget number for Appropriations Subcommittees for 2023 defense spending.

A great deal of discussion took place regarding execution problems created by the frequent and multiple continuing resolutions and how the funding levels of a continuing resolution harm DoD’s ability to execute their full programs once their regular appropriations are enacted later in the fiscal year. Those who had taken courses with Management Concepts before were also pleased to have an opportunity to speak with two financial management instructors and the product director at our exhibit booth, as well as attend the sessions they presented. Among these were the “Antideficiency Act (ADA): Practical Applications”, “Cost-Benefit Analysis” Mini-Course, and “People First… Mission Always: Key to Achieving Extraordinary Results.” The at-capacity ADA session will be reprised as a free webinar in the near future; be sure to sign up to be notified when registration opens.
